Timing conflict in TIAL device registration

We resolved a race condition within the TIAL registration logic that occasionally caused the system to ignore successful registration events. We achieved this by removing an unnecessary internal validation map, relying instead on the validation logic already present in QueueManager. This change ensures that TIAL correctly recognizes and processes all device registrations immediately.
