Theme Manager/Appearance Editor permissions for accounts not enabled for the new Survey Interface are hidden.

The Appearance Editor permission is now a nested (dependent) permission under Theme Manager. If Theme Manager is enabled, then Appearance Editor is automatically enabled as the Theme Manager functionality relies on it. However, Appearance Editor is available as a standalone permission, which means that users can have access to Appearance Editor without having access to Theme Manager.

The Show Question Number option is visible in Design Studio.
